Of course I believe those were home service uniforms. The Spanish tended to wear white uniforms with blue pinstripes and straw hats in the colonies.

There are a number of colour photos of actual rayadillo garments in the Brassey "Spanish-American War 1898" volume by Ron Field. Up close they comprise alternating fine lines of blue and white rather than the pajama stripes that they are sometimes shown as in colour prints of the period. Apparently at a distance they blurred into a shade of grey, which made them reasonably practical for active service.
In his series of uniform books on "El Ejercito de Alfonso XIII" Jose Bueno shows rayadillo tunics and trousers/breeches being worn in various combinations by all arms of the Spanish Army for home-service summer wear until khaki was introduced in 1914. The colourful uniforms shown in the Todocoleccion print then survived in modified forms as full dress until the overthrow of the monarchy in 1931.
