How to wear your goggles on a fur hat, c. 1916
This fellow has his driving goggles neatly pinned behind the cockade of his winter hat. Shoulder straps have the crossed pick and shovel of a sapper, and a Cyrillic "Sb". I'm just guessing, but that could mean "Sapernyi batalion" or "Sibirskii" ("Siberian"). The regular sapper battalions were supposed to have the crossed instruments over just a number (1 through 21).
