Next step with a little [lot] help from Emil I will hopefully correct the mistakes on the 1912 chart below, working up to the post WWII period.
Pre 1946 Romanian uniform information seems to have suffered from a little bit of censorship at home, leaving a number of inaccuracies to be repeated over the years. Maybe the work been done now by the uniform enthusiasts in Romania will help give us a more accurate idea of the pre '46 uniform. Particularly those of the 1920's and '30s.
One thing I've learned about the 1895-1912 ranks, the senior ranking general which in many charts is called 'General of Army' was in fact 'General Chief'.
However with so many versions or translations around, someone else is sure to come along with another translation or version.
I believe that I will stick with the Rumanian forums translations, after all many non English names are open to multi interpretations without been wholly wrong.
Also when trying to type the Rumanian names I tend to miss out the special characters or completely misspell them.
Lazy I may be, but for the main I will stick to the English translation.

Update for 1912 Chart
I've Updated the 1912 to WWI rank chart above with a few alterations, for example the black collar patch was used for all artillery and the armour did not come into use until later on. These ranks were changed again during WWI.

Romanian Army Ranks 1916
The ranks of 'Sergeant Major' and 'Aajutor de sublocotenent' were added during the war, the latter would be a cross between a commissioned warrant officer and the continental Officer Aspirants ranks such as Fähnrich.
Officer shoulder staps had their corps colour;
1st Corps yellow, 2nd Corps White, 3rd Corps Green, 4th Corps Blue, 5th Corps Scarlet.

Romanian Ranks 1916 to23
A chart for 1916 to 1923.
Again Emil from the Rumanian forum [http://www.traditia-militara.ro/forum/YaBB.pl] who has helped a great deal with confirming details.
Transport badge is from written description of 'winged wheel' so for general guide, as also the chart.
The 'P' was for regular civilian police that had been militarized to bring them under military command.
