Knoetel on the German East Asian Detachment in China.
From an auction site. I took off the nasty watermark so you now have a nice image. I think the two cockades represent the Empire and the individual German state.

Great picture, thanks for posting it and removing the watermark!
Yes, I agree. He is wearing the yellow/khaki uniform first worn by the East Asian Expeditionary Corps in 1900 with straw hat. The number on the shoulder strap shows him to be from the 1st East Asian Infantry Regiment. See www.germancolonialuniforms.co.uk , scroll down to East Asian Expeditionary Corps Summer Uniforms.
