Not so much the central figure, but the guard to his right. Very French but what a lovely plume.

I think that pic was from about when the CAR's President, Jean-Bedel Bokassa, went completely batshit insane and had himseld proclaimed Emperor of the Central African Empire. The coronation pretty much bankrupted the country.
