Were they sure about New Zealand? Looks to me like the Good Humor man who drives the ice cream truck!

Senior officers of the NZ Police did indeed wear this style of uniform, with hussar braiding. Not sure if the colour was so light. Policemen wore an English style jacket with blue or white helmet.
