Can anyone please tell me what rank and regiment this chap represents?

This is a county Lord Lieutenant, late-nineteenth century. I don't have the precise dates to hand right now, but off hand I believe this was worn from about the 1870s to 1900/1910. It is a variation on a general's uniform, a scarlet tunic with blue collar and cuffs, and silver lace. It was replaced by a more archaic uniform of a scarlet coatee in the early years of the twentieth century.

Thanks for that. The photo was dated 1893 and the sender, the subject, described himself as the "Jineral". Would the uniform have differed enough to be able to determine which County?

Different patterns of lace and embroidery were used for English and Welsh (oak leaf), Scottish (Thistle) and Irish (Shamrock), but otherwise there were no distinguishing badges for individual counties, I'm afraid. However, the 'slash' on the cuff does identify this as a Lord Lieutenant, rather than a Deputy Lieutenant, so for 1893 you are looking at a relatively limited group of individuals.
