Considering that Panama was part of Columbia at the time, wouldn't that have been a Columbian uniform, or that of a Columbian unit either raised and recruited in, or serving in Panama?

I don't know enough about the history of the region.
You are undoubtedly right, it is in fact a Colombian infantryman, in Panama.
