One guess
From an amateur just to keep the guessing game going.
Ok, I’ll go alone with Czech, the single ammo pouches make be think it could Czechoslovakian, also they appear to have a higher collar than that worn by Polish units.
Points for the Czech Army would be the stand up collar, ammo pouches, helmet, long gaiters and putties, all of which could also be said for the Polish army.
Against, the breast pocket flaps seem to be square cut like the Polish style.
If it wasn’t for the Adrian style helmet I would have also said that it could be a Dutch unit standing in front of an eastern european building.
That's my guess!

They could also possibly be Latvian, Romanian, or Greek(some Greek Army units did use the Adrian).

Having recently received Osprey's Czech Legion book, I'll hazard a guess to say its the band of the Legion. The helmets look like the Russian alternative to the 'Adrian', and the jackets the 'Vladivostok' variety with faintly discernible shields on the left sleeve.
The Czech Legion book is one of the better ones Osprey has produced, and worth the money. Can't say the same for a few of their other recent editions.

Well, I'm betting on western Europe
As others have pointed out, there's not enough detail to make a good ID.
But my gut feeling is western European because:
1) Fairly big and tall men.
2) Good turn out regarding uniformity and quality of kit.
3) Paved block road.
4) Tall industrial building.
Anyone see anything in the photo to say NOT France, or NOT Belgium?

If the photo could be enlarged, we could possibly get a better look at the tunic details and cartridge pouches.
