Just to update all.
I managed to find out what it is from another forum.

with complete 1st WWI medal ribbons.

Hi again Don. Yes it is an RN officer's overcoat or specifically a "frock coat" as worn in various forms from 1828 until formally abolished in 1949. As part of "No. 4 Dress" it was a functional working garment for ordinary duties. As part of "No. 3 Dress" it was worn with gold fringed epaulettes (detachable), plain cocked hat and sword belt for ceremonial. As such it served between the two World Wars as a substitute for the expensive and old fashioned RN officers' full dress (tail coat with white facings edged in gold braid, gold laced cocked hat etc) worn pre-1915.

Also the original purple ribbon of the military OBE 1917-1935 before it was changed to rose pink.
