can anyone identify these uniforms?

I believe they may be German, Polish, Russian or even Argentian -- early 1900s maybe?

If it is military I'd go for naval cadets, only because of the collar and tie and style of coat with what appears to be tabs on the one standing.

They are Russian, pre-Great war.
What organisation is contentious.
The government departments all wore a standard uniform that followed military patterns but had different colours for each department, like mines, telegraphy, etc.
The guy on the left looks like he's wearing a Border Guard pea coat but I can be wrong on that.
Given his generally civil appearance I'd go with one of the departments.
They usually wore departmental badges on the collar and passant (US army style, but bigger) rank devices on the shoulders.
