French colonial troops from West Africa. I would say Senegalese but then the French seemed to call all their mid-African troops Senegalese.

Se trata de la Guardia Colonial de Guinea Ecuatorial, cuando era colonia española. Por el tipo de uniforme puede corresponder al periodo de 1940 a 1968. Es el uniforme de gala. Los oficiales europeos llevaban uniforme blanco con guerrera cerrada y gorra de plato, con las insignias de mando en las hombreras (muy parecido al uniforme de verano de la mayoría de las Marinas de mundo)

As answered, these are troops from the Spanish colony of Ecuatorial Guinea. There is a book about them:
BUENO CARRERA, José María: NUESTRAS TROPAS EN GUINEA. Aldaba Ediciones, S.A. /978-84-86629-28-1 /96 pp. /12-31-1989 /.
The Guardia Colonial acted as a police force either in Fernando Poo island and in the continent, Río Muni. In some aspects, it acted as a military force. The officiers and sargents were spaniards.
They wear the "gala"-parade- uniform, white, the cap red with gold star. The weapon was the spanish Mauser. belts etc., black. The sash was red.
