Japanese parade cap ?

Need some help to identify this parade cap...
Japanese or other asian country ?
What era ?
Military police ? Imperial Army ? Cavalry ?

The Meiji Era military police caps had a black band and red crown, but I believe that it was a full width band, not a narrow centre band like on your cap.
The book I have is full of information, but almost impossible read without a microscope.

The badge, I haven't clue, unless it's a household badge or dress badge for junior officers.
Then again, I'm not an expert.

I've tried to find out about the cap, and come up empty.

Hello,
I don't have much more information until now, except that it does not have anything to do with Japanese Army... but would be rather a civilian organization cap !
The "octopus" cap emblem is not recognizable but it is not Japanese Kanji.
I did try to contact museums... could be a clue !

I thought it may be Kanji, it does come close to at least one symbol, the one for rice.
I've also haven't found any civilian badges/hats, could it possible be Korean?
Museums may be the way to go, it's just finding one that's helpful.
