Are these Jandarma or National Police?

I am assuming Jandarma from the khaki winter uniform?

Not an expert in this area but I am pretty sure they are civil police and not military.
I have seem a few similar pictures for police in Jerusalem during the Great War, principally at the entrance of British troops.
