Fort Worth, Texas. This is a member of a civilian band. Looks like the band got a good deal on surplus Italian army tunics (a little on the small side, though).

After attempting to enlarge the photograph I don't believe the satchel badge to be the normal eagle that it appears to be, it's more like some form of winged chariot/vehicle.
Could this be someone from a railway band, or some other type of transport company?
