The ammunition pouches appear to be cloth, or is it a covering?
Although identified as infantry they are wearing Stohwasser leggings, usually associated with mounted troops.

The 1943 book Identification: The World's Military, Naval, and Air Force Uniforms, Insignia, And Flags also has an Argentine soldier wearing those leggings. The same book also shows them on Brazilian and Uruguayan soldiers, who I'm presuming are infantry. I also saw some photos in a 1942 or 1943 Life magazine showing Mexican troops training in the US wearing leather leggings.
