Guam law enforcement agencies?
Anybody have any information on uniforms, rank insignia - especially historical?
Guam is a US territory in the Pacific with a population of about 178,000. It has been a US territory since 1898 when we captured it from Spain in the Spanish American War.
There are numerous law enforcement agencies:
Guam Police Department
created in 1949
309 sworn officers and 66 civilian employees (as of 2006)
primary law enforcement agency
Rank insignia as of 2004 (I know for a fact it has changed since then):
Police Officer I - no rank insignia
Police Officer II - 1 chevron
Police Officer III - 2 chevrons
Sergeant - 3 chevrons
Lieutenant - 1 silver bar
Captain - 2 silver bars
Major - gold oak leaf
Colonel - silver eagle
Chief - 1 silver star
PO II, PO III, and Sergeant chevrons were NYPD style with a gold star worn below on the upper sleeves below the shoulder patch. Lt - Chief were metal pin insignia worn on dark blue slip on shoulder tabs
Antonio B. Won Pat Guam International Airport Authority Police Department
Port Authority of Guam Police Department
Guam Customs and Quarantine Agency
Guam was the only US territory to have it's own customs agency seperate from the US Customs and Border Protection (and it's predecessor the US Customs Service). This agency was absorbed into the US Customs and Border Protection about 2 or 3 years ago.
Guam Courts Administration Marshal Division
Guam Department of Corrections
Guam Department of Agriculture Conservation Officers
Guam Department of Parks and Recreation Park Patrol Officers

Some websites to surf
Hi Chris,
Guess who!!
I reckoned you had already Wiki'd your enquiry so didn't bother with this myself.
However a little bit of surfing came up with these websites which I think will be useful for background info;
users.ap.net/~burntofferings/adsusmc_guam.html
www.justice.gov.gu/SuperiorHistory/hist_05.html
guampedia.com/category/48-3-u-s-naval-era/entry/
Just as we discussed on the Puerto Rico thread Guam had an 'Insular Guard Force' as police. Run by the US Marines under the control of the 'Bureau of Insular Affairs'. This will give you some info prior to the 1949 creation of the Guam Poice Department.
On the Justice website listed above, it looks like they had a Police force as early as 1905.
See what you think of these sites and I'll see what else I can come up with.
I think your list of what is currently in use as Law Enforcement in Guam is accurate. I would add the UNITED STATES MARSHAL SERVICE, who I believe maintain a FIELD OFFICE there.
FBI should also have a Field Office ,but it may come under the wider Micronesia designation.
Best Regards,
Les

Re: Guam law enforcement agencies?
Just noticed that 2 of the web adresses don't come up as highlighted when you run the cursor over them so here they are again;
users.ap.net/~burntofferings/adsusmc_guam.html
guampedia.com/category/48-3-u-s-naval-era/entry/
If this still doesn't work just paste them into your search engine.

Re: Guam law enforcement agencies?
Thanks Les, I will check those websites out in a bit. Unfortunately, unlike Puerto Rico finding historical pictures will be even harder but I have come across a few in the past and I will see if I can locate them again.

Note the star on the left chest.
I presume he is a policeman, and no higher rank due to a lack of badges.
