I believe this soldier is pre-WWII but could be wrong, or is he a policeman?

If the Saudi Army used the British 1903 leather equipment and this man is also carrying a pistol, he could be an NCO, or a member of a military police or gendarmerie type unit.

I don't think you can categorise the interwar Saudi army in the usual manner.
I think that it was primarily a gendarmerie and used whatever equipment was to hand.
Below is a member that is labelled as police. Most likely an officer of the army
