My first guess was British going by the style, though I don’t know it.
Second guess, was a variation of the American Ninetieth Division (WWI) who adopted the red lettered monogram  ‘O’ & T.
Initials of Texas and Oklahoma where the division was formed.
Did a search for the division, scroll down and you will find a couple of examples.

I believe that's a Nazi German Organization Todt labor organization rank insignia. Perhaps NCO level equivalent.
